All the lance leads and other key military staff were ordered to gather in the Briefing Room in the evening to go over possible targets and to agree which to strike. There was more information than before after orbital scans, but it was still limited. However, it was enough to formulate immediate plans. An informant would soon meet up with the Angels to give them more information. Until there, the known information was shared by some of the senior staff.

A map was shown depicting the continent. Key civilian sites were in red. Blue sites denoted key Militia sites. Purple were secondary military sites. There was also an orange dot for their current dropsite.

The map was zoomed in to the immediate operational zone. It had been given the simple moniker of Zone One. Eric informed everyone that the plan was to hit one target in Zone One in the next few days while gathering intelligence on all of them. There were five sites of interest. Some would be more challenging than others, but there would likely be more rewards in terms of salvage with more challenge. He wanted everyone's opinions. Some initial predictions on enemy numbers and the effect on the campaign were shared. There would then be time for questions and discussion. It was soon clear from all this that different members of the Angels' command staff had different priorities. There would be a chance to persuade them to go along with suggestions.
Votes:Each site is given a rating along certain scales.
Strength predicts how much damage the Angels would take. This will always be a negative. The Obsidian Angels need to keep Strength high.
Impact predicts the contribution toward the contract. This can be positive or negative. The Obsidian Angels want to increase Impact.
Threat predicts the effect on the enemy's perception of the unit. This can be positive or negative. The Obsidian Angels hope to keep Threat low.
Salvage predicts how much material gain there may be. This will always be positive. Salvage will indirectly raise Strength. The more Salvage the better!
Scales: (from least to most)
Minimal -> Minor -> Low -> Moderate -> High -> Very High -> Extreme
• Pryvidok was a seaside town. Civilian target.
Prediction: Minimal Militia presence and therefore minimal opposition. Doesn't aid contract objectives. Furthest from us, so could be used to divert enemy attention away from our actual landing site and to gain access to fresh supplies. Risk of upsetting locals.

Prediction: Minor opposition. Minimally aids contract objectives. Overlooks the main highway. Chance to heavily confuse the enemy by heavily reducing their communications capacity in the area. Low salvage gain.

Each Player Character may vote for one of the five possible target sites. Officers (Rank 2.5+) contribute two votes to their choice of target, rather than one. The target with the most votes at the end will be the designated target for attack in two days' time.
Players may optionally make a single roll to sway NPCs to their choice of target. The highest roll will sway the chosen NPC. Raises do not count to the roll, but any free raises will each increase your roll total by +5. If you have the NPC as a Connection you gain a free raise per level of devotion. E.g. If you have Lakshmi Kaala as a Devotion 2 Connection then you would gain 2 free raises to a Tactics roll to sway her to your suggestion.
